Carryover:

Under the Water Sharing Plan (WSP), General Security customers have the ability to carryover unused water at the end of a season into the following season, up to a limit of 30% of their General Security Water Entitlement.
General Security announced allocation plus any carryover cannot exceed 100% of their Water Entitlement.
On-allocation use plus General Security surplus use cannot exceed 85%.
Carryover is no longer lost if the dam spills.
